Medicare Part D: The Medicare prescription drug benefit program. We call this program “Part D” for short. Medicare Part D covers outpatient prescription drugs, vaccines, and some supplies not covered by Medicare Part A or Medicare Part B or Medical Assistance. Our plan includes Medicare Part D.Medicare Part A: The Medicare program that covers most medically necessary hospital, skilled nursing facility, home health, and hospice care.
Medicare Part B: The Medicare program that covers services (such as lab tests, surgeries, and doctor visits) and supplies (such as wheelchairs and walkers) that are medically necessary to treat a disease or condition. Medicare Part B also covers many preventive and screening services.
Medical Assistance: This is the name of Minnesota’s Medicaid program. Medical Assistance is run by the state and is paid for by the state and the federal government. It helps people with limited incomes and resources pay for long-term services and supports and medical costs.
It covers extra services and some drugs not covered by Medicare. Medicaid programs vary from state to state, but most health care costs are covered if you qualify for both Medicare and Medicaid.

Community Education and ECFE Reimbursement Program

This information is for CE and ECFE staff.

It explains how to provide class discounts to South Country members and bill South Country for those discounts. It is not intended for members.

South Country Health Alliance offers wellness benefits to members, including help paying for Community Education (CE) and Early Childhood Family Education (ECFE) classes.

Community Education (CE) Classes

South Country helps pay for eligible Community Education classes for members.

  • South Country pays up to $15 per class for up to five classes per member each year.
  • Most classes are eligible.
  • Classes are not eligible if they involve:
    • High-risk activities, such as rock climbing, scuba diving, or zip lining
    • Alcohol, tobacco, or drug-related activities

Pregnancy and ECFE Classes

South Country pays the full cost of eligible pregnancy and ECFE classes for members. To qualify, the participant must be enrolled in a South Country health plan on the date of the class. Use the same billing process as CE classes, but submit pregnancy and ECFE classes using the separate ECFE invoice form.

Billing for Classes

CE/ECFE staff should use the online billing process to request payment from South Country. Multiple classes may be submitted at the same time.

After a request is received, South Country verifies that the participant was enrolled in a South Country health plan on the date of the class.

Invoices are paid either monthly or quarterly. Monthly billing is preferred.
